Mercer have 36 years experience working as a Logistician and Program Manager for the Department of Navy. His academic training and research experience have provided him with an excellent background in multiple disciplines including statistics, philosophy, management, budget/finance, strategic planning, operational planning, acquisitions strategic management, and contracts. He lead the efforts to unify government stakeholders consisting of government manufacturers, engineers, budget financial managers, and product support managers.
